Handlingen utspelar sig i en framtid där jorden har blivit en frusen öken. De sista överlevande människorna lever ombord på ett enormt tåg som cirkulerar jorden i konstant rörelse. Tåget är strikt indelat efter samhällsklass, vilket skapar djupa spänningar och motsättningar bland passagerarna. Missnöjet växer framför allt bland de lägre klasserna, och revolutionär agitation börjar ta form.
Daveed Diggs spelar Andre Layton, en central figur i seriens handling. Mickey Sumner framträder som Bess Till, medan Alison Wright gestaltar Ruth Wardell. Iddo Goldberg och Roberto Urbina kompletterar huvudrollerna som Bennett Knox respektive Javier de La Torre.
